Historical Background of WHPOA

History of Formation of Wyndham Hills Property Owners Association

Some years ago, Allison Siegelman, then Secretary of the Association, wrote a compact history of the Wyndham Hills development leading to the formation of the Wyndham Hills Property Owners Association (WHPOA).  This is partially reproduced within quotation marks below.

“Wyndham Hills was [developed] by Carey Etnier, a wealthy industrialist who purchased 375 acres of land on Webb’s Hill and went on to subdivide it into one-half to one acre lots which he sold to other distinguished York County families.  Wyndham Hills was formally established in 1932 by Mr. Etnier with the formation of the Wyndham Hills Corporation as its trustee; 100% of the shares were owned by the Etnier family.  The Etnier family created the covenants [See the entry for “Covenants and Restrictions” in the menu on the home page] that would hold Wyndham Hills property owners to high standards regarding property maintenance and “lifestyle”.  The Wyndham Hills Corporation was liquidated in 1990 when the family sold its remaining land ownership to developers.  These developers created the residential community known today as “South Wyndham” which is governed by the Wyndham Hills South Homeowners Association, an HOA that mandates membership for all its residents.”

The transfer of the Wyndham Hills Corporation authority and mandates was accomplished in November of 1990 (see the document in this section titled “Wyndham Hills Liquidation Trust”)  which notes the formation of the WHPOA.  A second document titled “WHPOA Formation 1990” explains the reason for the formation of the Association.  The intent was to provide a successor entity to the Wyndham Hills Corporation which would have the authority to enforce the covenants established in the 1930s.  The Liquidation Trust wanted to ensure that the quality of the development would continue after the Corporation was dissolved. 

Today, WHPOA continues to enforce those covenants with the exception of the occupancy covenant which reflected the racist feelings of the times.  Potential buyers of properties in Wyndham Hills may not be excluded on the basis of race, color, disability, religion, sex, familial status, or national origin.
